The sync operation to apply.

range: Option<(UInt, UInt)>

The range this list update applies to.

index: Option<UInt>

Or the specific index the update applies to.

room_ids: Vec<OwnedRoomId>

The list of room_ids updates to apply.

room_id: Option<OwnedRoomId>

On insert and delete we are only receiving exactly one room_id.
